The Promise Partnership Youth-Led Grant Programme gives children and young people with care experience the opportunity to decide what changes need to happen in their communities
The £750,000 fund was open from July – August to local authorities and third sector organisations working to #KeepThePromise. Applicants needed to show a commitment to embedding the Promise and show how they listen and respond to children and young people with care experience. Each grant is split into a £50,000 “grant pot” to enable ideas developed by children and young people with care experience to become a reality; the remaining £25,000 can be used to support delivery costs such as payments for participation, staffing, and resources. This approach ensures that decisions reflect a deep understanding of the needs and aspirations of the care-experienced community. About Promise Partnership funds
This fund is part of a series of funds within The Promise Partnership. In June 2021, the Deputy First Minister confirmed a commitment of £12m (for 2021–2024) to the Promise Partnership Fund to help #KeepThePromise. Following an open tendering exercise, Corra was chosen to deliver the Promise Partnership Fund over the next three years.
The Promise Partnership offers funding and support to organisations and collaborations to #KeepThePromise and help drive forward change that matters to children, young people and families. The Promise Partnership Advisory Group helps to shape the process, and the Decision Makers Panel bring a range of skills, as well as their own experience of the ‘care system.’

Governance of Promise Partnership funds
The Promise Partnership began in March 2020 to enable work to deliver on the Promise. It is managed by Corra Foundation. Between 2021 and 2022, grants totaling £8.5m were made through the Promise Partnership. £8m of this was Scottish Government funding, with an additional £5m from independent funders, STV Children’s Appeal and Cattanach.
In June 2021, the Deputy First Minister confirmed a further £12m (over 2022-25) of investment. Following an open tendering process, Corra was chosen to manage these funds. Of the £12m, £11,837,173 has so far been awarded. The management fee paid to Corra over the three year period totals £749,283, representing 6.2% of the funds managed.
Responsibility and accountability for The Promise Partnership rests with Corra’s CEO, with additional support and oversight provided by Corra’s Head of Learning and Development.
